ADMINISTRATIVE REFORM

The basic objective to be achieved by the administrative reform is to build up a strong, effective and modern administration, able to meet the high expectations of the Bulgarian citisens and business in the context of our EU membership.

The UDF intends to achieve that goal through building up and consolidating administrative capacity on central, regional and local level for application of good governance principles as a fundamental condition for the efficient using of the structural funds.

The administrative reform means the perspectiveness, continuity, transparency, measurability, accountability and responsibility in the work of all state structures.

The measures to be taken by the UDF as a guarantee for the observance of the clear rules in the administration include:

  • civil service should turn into a career alternative for competent and well motivated state employees, with no conflict of interest involved;
  • provision of sustainable legislative guarantees for the uprooting of any political interference in the activities and employment policies of the administrative structures, as well as the practice of unjustified dismissals and appointments on each occurrence of political shifts;
  • reducing the number of administrative structures by unification on functional basis thus putting an end to any dependence from various corrupt or criminal circles;
  • shifting particular activities away from the administration, where possible, and transferring these to various economic and social partners, field organisations or others, acquiring the best practices;
  • using efficient managerial instruments derived from the private sector into the public sphere;
  • revision of the grounds for classifying information to the purpose of overcoming the hindrances related to people’s access to information of public significance. Boosting the reliability of data services, applications and electronic content by building an extensive informational infrastructure;
  • introduction of priority control over the outcomes of the administration’s activities and its compatibility with the procedural control;
  • an easier interaction between citisens and administration and constant efforts for higher efficiency. Transparency, accessibility and possibilities for civil control over all administrative procedures;
  • urgent introduction of new information and communication technologies and simplification of the service provision process;
  • adoption of a national educational strategy focused on IT and communication technologies with a program for actual realization of the acquired skills;
  • enhancement of the legal and fiscal environment, which would allow the development and operation of an up-to-date unified information infrastructure;
  • integration remote and sparsely populated regions by their connection to the executed unified informational infrastructure.
